Denis Frantsuzov: The Chamber of Commerce and Industry Will Train Industrial Companies Monthly on Including Products in the Register

The Chamber of Commerce and Industry of the Russian Federation has instructed regional chambers to hold seminars for industrial enterprises at least once a month on confirming the Russian origin of products. This was announced by Denis Frantsuzov, Vice President of the CCI of Russia, following the 16th International Industrial Exhibition INNOPROM in Yekaterinburg.

According to him, confirming the Russian status of products has become one of the key issues for enterprises seeking access to state support, the national procurement regime, subsidies, concessional loans from the Industrial Development Fund, and tax incentives.

“One of the key elements in applying state support measures and, in particular, the national procurement regime is determining the Russian status of industrial products,” Frantsuzov noted.

He recalled that the mechanism for confirming the production of industrial goods within the territory of the Russian Federation has been in effect since 2015 under Resolution No. 719. Over this time, according to Frantsuzov, the system has significantly expanded: “Over nearly 10 years of operation, Resolution No. 719 has evolved substantially; the number of industries and product requirements has increased almost fivefold (from 6 to 29), which is a clear indicator of the effectiveness of the industrial development instruments created.”

Frantsuzov emphasized that tighter localization controls, annual reporting by manufacturers, and the possibility of repeat on-site inspections are aimed not at complicating procedures but at protecting bona fide enterprises.

“I would especially like to note that these control mechanisms implemented through the State Industrial Information System (SIIS), as well as the very possibility of conducting repeat on-site inspections—which may lead to the removal of products from the register—are primarily intended to protect conscientious domestic manufacturers,” he said.

The Vice President of the CCI of Russia also reported that the average time for reviewing applications for supporting documents last year was approximately 20–25 days. At the same time, he noted that the speed of the procedure largely depends on the completeness and accuracy of the document package submitted by the enterprises themselves.

“Thus, the work carried out to create the ‘foundation’ of the procedure for confirming the production of industrial goods, including regulatory framework, optimized technical and methodological support, makes it possible to apply Resolution No. 719 to implement various state support measures for domestic enterprises,” Frantsuzov concluded.
